It really depends on what kind of affiliate marketing you want (CPA, PPI, PPC etc etc.)
as for CPA you can start with almost nothing and learn from the basics or invest a little like $50 for domain, webhost, Landing pages and traffic for starter.
I agree with Indexer, usually CPA networks only ban really BH user like using automated offer hack etc. dont worry since most of the big CPA networks doesn't ban a user without and legit reason.
It really depends on the niche and campaign you are running.
for the most part. if you are running a BH niche with parasite pages then you can invest in software like GSA SER to drive traffic.
that is just a basic example, you will learn more traffic method as you go in your CPA journey

Most legit affiliate programs really need a website before you can be accepted so it doesn't hurt to invest in a domain and host since you are gonna be needing them in promoting offer.
Since im assuming that you are a beginner based on your post then you should probably start with an old and easy method in which you can gain experience and learn how things in CPA works.
you could try YOUTUBE method for beginners. not a really good method but this will give you a head start on...
