You are right, for CPS offers, desktop is better.
Bing now has an option to reduce tablet and mobile bids by -100%. This way you can only focus on desktop.
This is a lifesaver because even at -20% reduced bid from tablets, its still a majority of my traffic and a waste of money.

However, I do not add more than 250 keywords per campaign, because it will be hard to optimize.
I prefer Quality and good consistent ROI over volume (Volume traffic is actually not that difficult to get). And let me tell you, bing got traffic (depending on the niche). I can easily get over a 1000 targeted quality clicks per day (I actually did) on bing for just one campaign.

I bid only exact and phrase, but NEVER broad.
The only free traffic source I ever used was craiglist - there is a decent amount of traffic on there.
Craiglist can convert well depending on the type of offers you are promoting, although they are more strict nowadays.

My highest in one day is over 800 dollars.
And yes, I'm investing less than a 100 bucks a day on this campaign.
