If you want Voluum to track the costs based on what you're bidding within PopAds, then you need to put the cost model to auto.
CPM will just apply a cost for every 1000 visits - so in your case, 1000 visits = $3 spend (which probably won't match up to PopAds).
You need to tick the cost tab in the traffic source for PopAds. In the above screenshot, you're not tracking it.
By the way, the clickloss rate with PopAds is quite high in some geos. I would recommend manually adjusting the cost to reflect what's in your PopAds panel.

I don't think you quite follow what a tracker is and how it works.
I'm not hosting a website. The tracker is there to collect information on my impressions - device type, model, os, model, city, country etc. as well as whatever tracking tokens my traffic sources provide (minimum of site id)...

Mobidea made some changes a little while back and if you didn't change tag to data3, it wouldn't track your clicks.
I always use 'Append ClickID to URL' - most of the time it doesn't get used though.

Voluum allows you to rotate offers, change offers for certain devices, ISPs, browsers etc all within one landing page.
Your landing page CTA is always set to your Voluum Click URL and if you have more than one offer (a little unusual) you need to define them as /1 /2 etc. on your landing page...
You really should use a CDN and ensure that your landing page loads within the 2 second rule.
Cloudfare do a free CDN and there are lots of others who provide a CDN at a low cost.
