Can't generate FB ad impressions when going from Optimized CPM to CPC

I am getting high CTRs on my optimized CPM ads but when I then switch to CPC, I can't even get impressions. My purpose with these ads is to get likes to my FB pages. Anyways, here's the typical scenario: I run an Optimized CPM ad, get a high CTR, then swtich to CPC and bid a few cents...
