What is difference between Popularity and authority?

Hello friends, a new question from my side, that what is difference between popularity and authority of a web page or a website, are these 2 things differ, or are they related to each other? How Google decides the popularity and quality and how Google deals and give importance to popularity and authority?
 
There was actually a recently question to Matt Cutts who outlined the difference between popularity and Authority. He used an example of an p**n website which would be hugely popular in terms of traffic generation and usage but obviously the sites would not be "authoritative" in the same sense that a Government website would be.

Believe it or not, there are blogs and tumblrs that cover more adult subject matter. They link to commercial porn sites, for reasons such as a specific fetish, or just because its a good production.
 
Well, both terms are slightly different. Popularity is termed as traffic to your page. which is calculated in the Alexa rank. On the other hand, authority is the meaningful online existence of any page.
 
Popularity of a web page depends upon the amount of visitor traffic but authority of web page describe the probability that a specific page from your site will be found on a search engine .
