Link farms are spammy sites that have no value, they are merely a collection of unrelated links. They were implemented as a quick way to get backlinks, but search engines see them as spam because the links are not categorization and they don't add any value to the content.
I think most directories could be classed as link farms!
I would certainly agree that staying away for Link Farms is prudent. Google has been known to penalise websites which are seen to be involved in promoting their sites on link farms.
Side with you.
Most directories now only get a PR of 0. So, I do think in Google's eyes, they might be no different from link farms.

I think link farm is a group of websites that are hyperlink to the every other websites in the group. They can be created through automated programs and services.Search engines countered the link farm movement by identifying specific attributes associated with link farm pages and filtering those pages from indexing and search results.
A Link Farm is a website that facilities users to participate in link exchanges. The link farm can display unrelated links that members can trade. These websites usually do not have any real content and exist solely to increase link popularity. Search Engines can tell if a website is a link farm. Link Farms and those participating in them are violating most of the Search Engines' guidelines and are summarily punished.

Link farms emerged as free for all link depositories when webmasters learned how heavily incoming links influenced Google. Tell me more about this.

Link farm means there is a lof of links that link different websites.

#1 Website Might have Tons of Links
When you visit a link farm, the first thing you will notice would be tons of links in the website. Thus, it’s better to move on from that website.
#2 Maintained Sloppily
It is always found that link farm website are very poorly build, link farm developers don’t spend much time on improving the design of the website. Either they might have plenty of broken links or pages might not be structured properly.
#3 Less or no Content
Link farm either have very less content or bad quality of content. It is very important to link to website which has quality content and which compliment your website content and link farms never waste time in writing good content, they just need inbound links to get high ranking.

Please explain why google see those as spam or not.Because the marketting is still going on.Do you have any clues that supports your thought?

Many sites are running as a web directory/link farm, but usually use of nothing to internet, just dust. We should avoid these always.
