should I only target 1 carrier at a time?

If it pays $1.4, I'd spend at least $15 before deciding what to do.
Not one carrier, but divide your campaigns between carrier/app carrier/site, wifi/app, wifi/site. So, overall, around $15 x 4 = $so you can decide if you want to pause it or not.
