If you are using a proxy or vpn to view cpa offers is it considered fraud by the networks. How else can you run offers from another country or I am limited to only sending offers available in my own country??

There should be no issue with you viewing an offer from a proxy or VPN. If you are completing offers from a proxy or vpn then you will start running into issues.
