Promote Gambling offer on Mobile Network

Hi guys

I've been trying to promote a CPA gambling offer lately ( it's a slot machine game ). I once promoted it on Facebook with nice result, but my Facebook ad account was banned months ago and I couldn't register a new one.

So, I decided to switch to mobile ads, and of course, I want to promote that same offer ( it also has a mobile version ). But at Mmedia and InMobi both ask for license to approve my ad ( I request the license from my affiliate manager, but have no result so far )

Do you guys know any mobile ad provider that accept that kind of offer without license ?

I've started to promote Slot app with MMedia and they not require any license.
SendDroid, AirPush, AdModa accept the similar offers.

I tried to promote slot app to, but the country is United Kingdom, could that be the reason for the license requirement ? Which country did you promote your offer bertono ?
