You're comparing Apples to Oranges.

CPA can be done via pop ads or banner ads or links or any type of advertisement.

CPA is the way you monetize it and get paid, but pops are they way you show your ads, so it's not like you have to choose 1 of those only.

CPA has high payout but low conversion rate.
