I am seo last 5 month please can you suggest me How do *you* help a customer decide how to their budget between organic SEO and pay-per-click SEM?

Depends upon the expected output.
If you want some quick traffic, go for SEM.
SEO will give you a delayed output in traffic but will last long.

Totally right. And PPC will not be treat as backlinks. So it is not helpful for SEO. I suggest you to do SEO, and when the off-season you can choose PPC. :yahoo:
