Hi,
I have bought a /24 server and starts sending emails to yahoo ISP. But after 4 days my ip is blocked and it returns a error code like "TSS09 permanently deferred". Anyone faced this? Please help me. How to resolve this?

This is usually related to unsolicited, bulk emailing. SPAM in the eyes of the recipient host. At Yahoo, and others, the typical response is:
[TSS09] All messages from XXX.XXX.XXX.XXX will be permanently deferred; Retrying will NOT succeed.
 
CIDR is the block system of IP allocation 0/24 /8 etc
/24 means 254 ipv4 +Broadcast

So the SMTP server is misconfigured or the IP being used (or the entire IP Block) is on the spam blacklists; Or,
Since the first few messages were accepted, either the content, or the rate of sending, caused the rejection as spam messages.

How was Gmail and MS Exchange Online/Outlook? Did you try those?
