Adwords is the king and probably will be for the foreseeable future. Most advertisers prefer adwords traffic.
I do however see more offers wanting FB traffic, so that could be another option if AdWords is too pricy for your budget.

You don't have to. They have an ad format called call-only which forces the searcher to call instead of visiting the website. You still need a website to get the ads approved, but it doesn't necessarily need to look nice.
