I currently own several URL's and have plans as to how to market them. At this time though, my greatest need is to learn the most efficient, economical way to get sites up and running.

Welcome to 5 Star. If we took a vote I think most of the pros here would say building sites or blogs with Wordpress is the most efficient, economical way to go.
