Multiple URL Targeting

Hello All,
Does anyone know of PPV or CPV advertising network that allows you to target multiple URL's instead of keywords during a campaign?

For instance if I am in the weight loss market and I want to run a campaign that targets 100 URL'S all related to weight loss instead of keywords.

Does anyone know of a good network?

I saw some search injection that allowed you to target brands --like the brand in a domain name ...

But not like Example Domain
Describe how that would work other than* a browser hack of some kind (that is what commonly causes injection -- shady indeed).
