Is Google Still Using A PageSpeed Ranking Factor?

For years, Google has said there is a demotion for sites that are incredibly slow to load. Heck, even recently we saw Google test a slow label in the search results for web sites that load really slowly.

But when John Mueller was asked about PageSpeed in a recent Google+ hangout at about the 46 minute mark, John basically hinted that he isn't sure if it is still being used much as a ranking factor.

Maybe it's not a ranking factor anymore but it's also a user experience thing. If a website is loading extremely slow I might consider to stop watching it.
 
I agree and from the viewpoint of user experience this is even more important for people viewing your pages on mobile devices. With mobile visitors, you have even less time to display your page and connect with the visitor before they click away.
 
This may not be a direct ranking factor but surely it is an indirect factor. If the page load speed will be less the user is not going to watch out your website more neither will will he return back to your site.
