Google Penguin 4.0 is real time and is not ending anytime soon as far as I know. What is ending is the title version. Currently 4.0, but the Penguin remains and will be an adjusted algorithm going forward as I understand it.

Penguin is a filter created to flag web sites that are spamming Google’s SER's in ways that the regular spamming system couldn't detect.
