IP range cellular carriers -> Please HELP

Can you help me to find out the information about IP address/range/block cellular carriers.
This info is needed for creation the campaign in pop/popander/clickander service, for example, popcash.com, popmyads.com, plugrush.com which are not targeting on cellular cariers.

there are no sites where you can download it, but your sponsor will give you IP ranges in their main markets if they trust you. We use also external tools but I can give it to you for IT, FR, CH, AT, PT, PL and DE if you are an affiliate of us
