How to become a vendor

I'm in charge of a website that sells CBD vape kits. Recently I start a ShareAsale affiliate program. So I need to learn more about affiliate marketing. At the same time, I may invite somebody to join our affiliate program.

Should I become a vendor in advance as per the AffiliateFix statement clarify? I don't find any register access in RESOURCES.
I need more details so I won't violate any policies.
