Get More Traffic From Bing

I am not sure what went wrong with my Bing account. I am willing to pay to get more traffic, but just couldn't. One of my campaign has a quality score of 10, CTR 40+% (yes, forty percent), yet the traffic is dying. I heard some rumor Bing might put your account into "limited" if they don't like you, and they won't tell you. Anyone with suggestions would be greatly appreciated!
