Do you recommend me using a regular host from like namecheap?

cdn if better ,
namecheap hosting is not good for cpa marketers ,they Don't use it .
also it depends on the amount of the traffic You willing to send .
i can't recommend any any cus i don't know how much you willing to send , but i do recommend CDN.

What do you mean with the amount of the traffic you wiling to send?
Lets say my budget is 15$ a day and I focus on the US.
Is it better to do CDN or buy a vps/dedi?

Always start with a VPS and when your traffic increases to higher volume then go with a CDN.
