If you are planning to do any shady stuff(cloaking) or anything they do not allow create a new account.

Facebook recently announced they'd be deleting thousands of fake accounts and people are only supposed to have one account. If it's setup as a "page" why would you need a separate account anyway?

You can use the same account. Even if your advertising account gets banned, it shouldn't damage your personal account.

Just make sure that the name on your FB account is the same name on your CC or Paypal account.

Definitely create a separate advertising account. They do sometimes ban the whole account including the profile.

dont see reason why they should ban you for using facebook ads, in worst case they will not accept ads.

They sometimes ban advertising accounts, but when it happens it affects only the advertising account and not the personal account.
