Facebook Ads Account Help

Hello,

I wanna know, Suppose my Facebook Account is over USA Proxy and I am trying to make Ads account on it. Am I able to use the card which is from Non-USA bank (Outside USA) to pay and register for ads?

For example, My Facebook account is on USA Proxy (USA FB Account) and my Card is of Netherlands. Can I use that netherlands card to pay on USA Facebook Account?
