Cheapest VPS or Free VPS Window (Question)

I am looking for the cheapest VPS that you already used.
I need window to install some small software.

Cheap VPS are not good.
Buy some good VPS even though it cost.
Cheap VPS sucks.

I know that already, but I know that some of you are using it.

THEY SUCKS!

I managed to set it up and connect it to my remote desktop.
I managed to install my vagex viewer and enhanceviews.

The problem is, the server is always down.
When you hit BOOT... It will be booted for a moment then offline. The fix is email their support to make your account online again.
Then, after a day, OFFLINE!

Shhhh.. very bad vps for newbies. Tsk.
