buy or build an affiliate application?

I want to start an affiliate system (web based) where our affiliate clients can log in and track their earning through referrals (PPC), lead conversation etc.

We want to work on leads and lead conversions mainly. Any suggestion for scripts, we have a good technical team, should we buy or build?

I was wondering if we have any affiliate system that is

1) Very simple to use with good framework/architecture.
2) With allows to track even the normal link (referral based) without the tracking url (?referalid=111 etc).
3) Which will allow to communicate with the affiliate members (this helps in affiliate marketing as well)

Why buy when there's over 70 packages out there? Some are even open source so you can tweak them a little if you're really desperate to do some coding

Honestly the majority of affiliate software that is built in house will turn me off immediately as an affiliate. I would go with iDev, they charge somewhere near $100 and I am always willing to join a program using their tracking software (assuming there isn't BS slipped into the T&C).
