Allowed Traffic Types: A Newbie Question

Hello Guys,

I'm currently running a PPC campaign in Bing. I'm promoting an offer from MaxBounty. As per the offer: below is the list of Allowed Traffic Types.

My Understanding: Incentive and Social traffic not allowed.

My query is - As per above rule, does all traffic from Mobile Phones (Smartphones and Tablets) is also not allowed? So only desktop allowed?

I know it's very basic question, but I'm just starting so please let me know.
