I think value for money always has to be a consideration in anything you buy - but that doesn't always necessarily mean going for the cheapest or for the host that offers the biggest numbers (or in some cases, unlimited resources!).
At the end of the day it's about appealing to as many people as possible. :)
The mass market, e.g. your parents, friends, relatives might not be hugely internet savvy, but they want a website with email - these types of people are hugely reassured by the ability to call their hosting provider...
