Run offers that FB doesn't hate, don't upload ads that are offensive, avoid direct linking, etc... It will never be 100% safe, but you will certainly be able to get campaigns going there without creating a new account every day.

We have never got banned with our internal testing as we run everything up to par. However using link cloakers / rotators and other black hat techniques will get you banned.

I don`t have an facebook account banned but you can be banned from many reasons. You don`t have to accept many friend request, you don`t have to approve many friend request, you don`t have to add more photos, you don`t have to give lots of likes. When you have more friend request, over two hundreds, you need to delete some of them and to accept around ten for day...
