An individually tuned audience is people who already know your product or service.

Facebook pixel is code pasted into website. Pixel save information about those users who open your web-site. You can use it for creation "lookalike audience" or for retargeting.
Pixel search something in your audience that similar with another people and create "lookalike audience". Jf course the proces is more complicated;) But i hope that you understand the main idea.
