What a mess. Why is this still using mysql_connect()? It's deprecated since PHP 5.5. Which was released about 5 years ago?

This looks like poorly coded and outdated application.

So here's the server requirements,

Regardless of what it's saying, all IonCube, cURL and allow_url_fopen are enabled on the server.

And what is the URL,
http://101secureonline.com/test-request.php

That site is down. I don't understand why your tracker is trying to connect to it. Could this be the reason for cURL and allow_url_fopen are not detected?

Finally got it working. I had to downgrade to PHP 5.4 to get it working.

I'm sorry MO. But I'm disappointed with your software.
