SSL ERROR: connection failed

Hi,
I having that issue when we are sending an email from my IP and in PMTA we got that error and we are not getting an emails not in inbox as well as junk.
do you have any idea about this please told me

SSL error: connect failed: protocol error while connected from xU.Vj.OnVW.0w.rebeccaminkoff.com (xxx.xxx.xxx.xxx) to outlook-com.olc.protection.outlook.com (104.47.11.225)
