Nope, this is just one of these old SEO myths. Crawlers are now smart enough to distinguish where a link comes from - and therefore links in signatures are not counted as backlinks - well, perhaps one... Otherwise it would be very easy to create thousands of backlinks only from one single forum.

Neither reward, nor penalize. Sig links are just not counted anymore.
