Selling insurance, do you need any licensing?

Anyone know anything about needing certification for selling insurance as an affiliate?(Let's use health insurance as an example) I am really not too sure about this one. Just seems a bit odd that anyone in the world can act as an affiliate for this product now. I guess that is the beauty of being an affiliate. Or is there something I am missing here?

You aren't selling anything.

You are advertising and sending a visitor that either buys on the merchant site
OR with most ins, affiliate programs does not even BUY the insurance on that site,
just fills out a lead forum.
