I don't think you can get it back. But you can operate an ads account of another member in the house with his or her payment details. The name and payment details need to be different.
If you have a fixed IP address, I don't think it will work with an account of another member in the house. You should use a VPN to create your new account. Send me a PM if you need more information about this.
Get a VPN in your country when creating a new fb ad account. (overplay.net) The 9.99 per month version.
Get a prepaid creditcard.
Clear cookies and browser when creating new fb account and logging into it to advertise.
Repeat process for new account if you get shutdown.
