Can I promote cpa offers in facebook and bing with direct link? or I need a cloaking software?

It all depends on the offer - a lot of offers are 100% fine without cloaking but if you wish to push something like adult or "sexy" dating type offers no.

We recently pushed some social security offers on FB with no problems at all!

i would always recommend building your own page over direct linking, that way you can gain more future value from your visitors

facebook accepts most of the offers but not adult dating offers,
you can use direct linking as well as cloaking, but i would recommend you to make an Landing page for the offer as it is always more effective
