Most of the PPV networks allow you to target via keywords. But I recommend you target URL rather than keywords. This method will minimize your cost as well as you'll get targeted visitors.

PopAds doesn´t allow keyword targeting, I´m not sure but I guess adcash neither

Can we get an official list? So far i've seen ZeroPark has a very functional keyword targeting system, you can even check the amount of traffic they have with each keywords: Redirected Domain Traffic - Volume

Exoclick allows you to target by KW's but they don't have a traffic estimate for that.

Does anyone know any PPV networks that actually let you target with kw's? And let you see the amount of traffic you might get.

Selfadvertiser but won't show the amount of traffic

I tried advertising with self advertiser but i think they got some advanced as hell bots on their network. These bots will navigate the site and hit the CTA button...At least i think. I have hotjar recordings of this happening.
