Pay Per Call Question

I have been approved to promote offers on CJ, Offermobi and Direct Calls. Some offers have the following statement: Please note: In order to be paid commissions for calls you must also be approved by this merchant in the main network. I looked around on the sites but I think I am missing something. What does approval on the main network mean? I wanted to ask around before I contact any affiliate managers.

It means that you must be approved by the advertiser on the mainstream website. I think offermobi doesn't have any such rules as all the offers are preapproved but do not convert even with highly targetted traffic.
