Networks with "hovering" video/native

I quite like idea of the type of formats PropelMedia (TrafficVance) offers:

Propel Media | Advertisers (scroll down for formats)

What they call "OutStream" and "Native" looks interesting - basically a hovering layer with the ad content.

Unfortunately they don't offer my geos. Any other networks with such formats?

If not yet, Taboola will soon release such a feature.
I user to be their client last year, and got the insight from them, as "to be released" first mid 2017.

An ad network is fundamentally a media business that sells media for a price higher than the inventory it purchases. Many ad networks use native, and most of them would start using OutStream.
