The categorization of web directory is usually based on the whole web site rather than one page or a set of keywords, and sites are often limited to inclusion in only a few categories. i don't think web directories are good or long term ways for backlinks, search engine may panalize your site for using these directories..

Wow that was really a huge lists. but the questions is you will spend long hour trying to submit your site are we sure will be listed into their directories? I don't think not even half of 13,000 directories will goin to approve it.
