You mean by setting .htaccess, right? Is there any other way to do it?

Not possible via naked Javascript. You can use a server-side language, like PHP, or a Web service, or Apache configurations.

No that is server *account* level stuff (usually) .htaccess
root server level GEO IP using the server to redirect or rewrite based on location (of the client [user]).
You can do GEO location and redirection with PHP --this is a common method.
