For large volumes, you need a network with a big inventory. Evadav is worth testing — they can handle scaling pretty well and the traffic quality stays consistent if you optimize properly.

Scaled up to decent volumes on Evadav without quality dropping. That's rare. FatAds struggled to keep up when I pushed budgets — Evadav handled it better.
 
And another important point, which is often forgotten, is that you should immediately think through a reliable payment infrastructure. Without a stable payment system, traffic scaling usually quickly runs into blocks and limits.

Hard to pass a recommendation without knowing the niche / product / GEO you want to buy the traffic for.

once you start buying larger volumes, support quality becomes almost as important as the traffic itself. because eventually you’ll need optimization help, whitelist guidance, placement feedback, and scaling recommendations. volume without communication can become very expensive very quickly.
