How to reduce CPC in Bing and Adwords

Can anyone suggest me how can I reduce the CPC in Bing and Adwords. I have heard somewhere that we can reduce the CPC but i am not able to find out how. It would be helpful if you be a bit specific.

i dontknow how, but i always get 0.01 cpc in bing ads. i cannot explain why?

If you want to reduce the CPC cost then bid every keyword for less then 10 cents.
