How to find webmasters..

I have a pretty dumb question. How the heck to you find webmasters? If anyone has a method that has worked for them... Please share =) Not to confident that someone would want to share but please do so!!! Thanks

I would like to help, but i first need to know what reason. are you seeking them as affiliates? are you in need of a designer.

If i have more info, I or someone else can give you more accurate advice.
