How to do iframe banners?

can someone smart enough explain how to do iframe banners for situations where all traffic is bought from a single spot and its traffic is from different geos - meaning would be good to show different language banners for different geos. I understand i need hosting, but other then that? How to do it?

• You need to GEO-detect the user then;
• you need to map the banners with a script (maybe PHP);
• with the correct offer and GEO content.

Code it yourself, find a script to do everything (unlikely) or hire a developer to code it and install it on a server.

Well, i will find a developer to do it but i need to detail what i need, and i dont understand how it works. Can you be more specific?
