How do I output tags

I am trying to output vB tags, to the right section of this forum as the forum in the attached image did, can't seem to figure out how to do, any vB guru out there that can help?

I wonder if any of the two one would tag thread automatically, because i suppose that would be the best.

I don't think any of them tag it automatically, they only output threads tagged by people who post
