How Do I Get Affiliates In My Network?

I have tried tons of different ways of advertising to find affiliates for my network. We have had no problem finding campaigns to run but affiliates seem to be hiding somewhere. Does anyone have any recruiting suggestions on where we can find some affiliates for our network?
