How can i optmize campaigns for Local Traffic

I started working with Local Traffic, announcing for Stores and restaurants i am getting such a low CPC (0.35 - 0.20 BRL) and an average CTR of 2%-4%.
People from facebook are forwarded to Whatsapp where whe finish the sale.

The real problem is i am getting a good CTR/CPC but low conversions, how can i optimize it to make it more convertible?

I know the ADS can not be the problem itself, maybe the problem is about the sellers, by the way is there any thing to optimize Local Traffic campaigns?

• You are passing a link to the website of the seller?
• Would a web page format work better?
• Is the payment method (of the seller) good for the traffic?

1) In Brazil Whatsapp is one of the best ways to convert sales, even if the product being sold is Physical or Digital

2) Actually the ADS on Facebook has a link where people interested Click and get forwarded to the Store's Whatsapp and the sellers get the leads to finish the sales.

3) I tried to send traffic to the Web Page but it had a very bad conversion rate, bullshit

4) The payment method covers many ways.

The doubt is not about not converting, but if there is something to make it more convertible, like SEO hacks or something like that, got it brother?

If your sample is less that 567 clicks --the sample may be too small --300 might be enough.
