What is the highest PR directory with free links, no reciprocal, that you know of?

Somehow I do not see any PR7 or higher directory owner being generous enough to allow free inclusion.

Totally agree. It takes time building up a directory especially approving free submissions. I think the directory owner does deserve something once the directory is busy and with a high PR
