Help with CPM Bidding System -

Hello All

this question I'm going to ask might be obvious for some but so far I struggling to understand. For example, I'm promoting an survey offer on Popads, and the payout is $ 1.

Considering the testing budget for this offer is 10x payout, I will have to spend $10 and spread it along 3 to 4 days ... So far I'm ok but when I go to Popads and set the targeting and the daily budget ( $3.50/day) I get this ...

• Average bid for traffic with your options is 0.010907
• Highest effective bid for traffic with your options is 0.060291
• Max bid offered for your options is 0.020924
• Your position in bidding queue is 2
• We estimate you'll receive less than 1000 impression(s) per day

So to be on second position on the queue I had to bid $0.02 per popup. Which will cost me $ 20 / 1000 popups. But this is what I don't get it, if I always have to be on the top positions to get traffic and I should get loads of traffic to gather the data for optimisation , how can I do that with such small testing budget?? I have tried to lower the bid to fit the testing budget but then I stopped to get traffic...
