I like how you did the wordplay (maybe not intended, but it sounds like a bit of a wordplay).
Yes, it is possible to use non-incent traffic on incent offers, but that means that you don't fully capitalise on the offer's potential. I mean: as long as the offer gives you this option, why not do it? (just saying that this would be the logic).
For the 2nd part: yes, if you try incent traffic on non-incent offers it's bad advertisers can freeze or cancel payments for breaching the KPIs.

I would assume that I can promote offers from an incentive network in non-incentive promotional methods as well considering it shouldn’t matter, as long as I am not promoting non-incentives as incentive, correct?

It's all ok until you use allowed traffic sources to incent offers.
For example, lots of offers restrict adult traffic at all, so sending non-incent adult traffic to incent offers is still bad idea.
